Ice & Water Shield: Where It Actually Goes (and Why)

Ice & water shield is the self-adhering waterproof membrane that prevents the worst leaks. Code says where it's required - good installs put more. Here's what it costs and where it belongs.

What it actually is

A rubberized asphalt sheet about 40 mils thick with a peel-off release liner and a sticky underside. Applied directly to the roof deck, it bonds permanently and seals around any nails driven through it. Common brands: Grace Ice & Water Shield, CertainTeed WinterGuard, GAF StormGuard, Owens Corning WeatherLock.

Where the code actually requires it

Per the International Residential Code R905.1.2, in regions where the average January temperature is 25°F or below, ice & water shield is required at the eaves from the edge of the roof to a point at least 24 inches inside the exterior wall line. The reason: ice damming.

Ice dams happen when heat escaping from the attic melts snow on the upper roof. The meltwater runs down to the cold eave (which overhangs unheated space), refreezes, and builds up. Backed-up water sits behind the dam and can find any seam or nail hole in a normal underlayment. Ice & water shield bonds to the deck so there's no seam to find.

Where good installs put it (regardless of climate)

  • Eaves - 3 feet up from the edge minimum, regardless of climate. Wind-driven rain runs back up under shingles at low slopes.
  • Valleys - full-length, 36" wide centered on the valley line. Valleys carry double the water of any other roof section. Valley leaks are the #1 source of attic water staining.
  • Around chimneys, skylights, walls, and dormers - in a band wide enough to extend behind the step flashing.
  • Around plumbing vents, ridge vents, exhaust fans - a square of membrane around each penetration.
  • Low-slope sections (pitches 2/12 - 4/12) - some codes and most manufacturer specs require full coverage on these sections, not just at the eaves.

The "full deck" argument

In coastal hurricane zones and increasingly in wildfire and extreme-wind regions, a growing number of homeowners spec full deck peel-and-stick - the entire roof deck under the shingles. Cost is 2 - 3x the targeted approach ($1,500 - $4,000 extra on a typical roof) but it creates a watertight roof even if the shingles blow off entirely.

Florida code (effectively) requires this on new construction in wind-borne debris zones. It's common in Long Island and the outer Cape. For most inland homes, targeted placement is sufficient.

Why cheap quotes skip it

On a $14,000 budget asphalt quote, the contractor saves $400 - $800 by skipping or minimizing ice & water shield. Most homeowners can't see it on the finished roof - it's under the shingles. Some quotes specify "code minimum," which means literally only the eave strip and nothing else.

Ask explicitly: "Where exactly does the ice & water shield go, and how many square feet total?" A real answer names the locations and gives a sqft number that's 15 - 35% of the total roof area for a normal install.

What it costs to do it right

  • Eaves only (code minimum): $150 - $400
  • Eaves + valleys + penetrations (typical good spec): $400 - $1,200
  • Full deck peel-and-stick: $1,500 - $4,000 above standard underlayment

The takeaway

The middle option - eaves, valleys, and penetrations - is the right spec for almost every roof. It catches the vast majority of leak-prone areas at a modest cost premium.
